1. An action to divert, disrupt, delay, or destroy the enemy’s military surface capability before it can be used effectively against friendly forces or otherwise be used to achieve enemy objectives.
2. In support of law enforcement, activities conducted to divert, disrupt, delay, intercept, board, detain, or destroy, under lawful authority, vessels, vehicles, aircraft, people, cargo, money, and other property.
