Those pollutants considered to be of principal importance for control under the CWA based on the NRDC Consent Decree (NRDC et al. v. Train, 8 E.R.C. 2120 [D.D.C. 1976], modified 12 E.R.C. 1833 [D.D.C. 1979]); a list of the pollutants is provided as Appendix A to 40 CFR Part 423.
