Chemical or substance component of a pesticide product that can kill, repel, attract, mitigate or control a pest or that acts as a plant growth regulator, desiccant, or nitrogen stabilizer. The remainder of a formulated pesticide product consists of one or more \"inert ingredients\" (such as water, solvents, emulsifiers, surfactants, clay and propellants), which are there for reasons other than pesticidal activity. By law, the active ingredient must be identified by name on the label together with its percentage by weight.\n\n3. The active ingredient in a pesticide product is the component which kills/controls the target pest. The active ingredient or AI includes any substance, or group of substances as specified by the Agency, that prevents, mitigates, destroys, or repels any pest; or that acts as a plant growth regulator, desiccant, defoliant, or nitrogen stabilizer. Pesticides are generally regulated on the basis of the AI.\n\n4. In any pesticide product, the component that kills, or otherwise controls, target pests. Pesticides are regulated primarily on the basis of active ingredients.\n\n5. Any substance (or group of structurally similar substances if specified by the Agency) that will prevent, destroy, repel or mitigate any pest, or that functions as a plant regulator, desiccant, or defoliant within the meaning of FIFRA sec. 2(a), except as provided in § 174.3 of this chapter.\n\n6. Any material that is intended to furnish pharmacological activity or other direct effect in the diagnosis, cure, mitigation, treatment, or prevention of disease, or to affect the structure or any function of the body of man or other animals. This term does not include food, food additives (except vitamins and other materials described by SIC code 2833 or 2834), color additives, cosmetics, in-vitro diagnostic substances, x-ray film, test indicator devices, and medical devices such as implants, artificial joints, surgical bandages, and stitching material.\n\n7. Any substance (or group of structurally similar substances, if specified by the Agency) that will prevent, destroy, repel or mitigate any pest, or that functions as a plant regulator, desiccant, defoliant, or nitrogen stabilizer, within the meaning of FIFRA sec. 2(b).\n\n8. Pesticidal substance that is intended to be produced and used in a living plant, or in the produce thereof, and the genetic material necessary for the production of such a pesticidal substance.\n\n9. Ingredient of a pesticide which is intended to prevent, destroy, repel, or mitigate any pest.",
