Risk Retention Act (RRA) of 1986

A United States federal law that facilitates the formation of risk retention groups and risk purchasing groups. It preempts state laws that would otherwise prevent these groups from operating across state lines, making it easier for businesses to self-insure or collectively purchase liability insurance.
