Complete plumbing facilities include: (1) hot and cold piped water; (2) a flush toilet; and (3) a bathtub or shower. All three facilities must be located in the housing unit. For American Samoa and the Commonwealth of the Northern Mariana Islands, the location of the three facilities may be either in the housing unit being enumerated or inside the building in which the housing unit is located.",
