Stages of Construction

New single-family homes sold and for sale are shown by three stages of construction:
• Not started - Permit has been issued, but ground has not yet been broken.
• Under construction - Ground is broken, but unit is not yet complete.
• Completed - A house is defined as completed when all finished flooring has been installed (or carpeting if used in place of finished flooring.)
