A state Subtitle D permit program or other system of prior approval and conditions required under section 4005(c)(1)(B) of RCRA that has been determined to be adequate by EPA under this part.\n\n2. State implementation plan providing for issuance of PSD permits which has been approved by EPA under the Clean Air Act and 40 CFR part 51. An approved State is one administering an approved program. State Director as used in § 124.4 means the person(s) responsible for issuing PSD permits under an approved program, or that person's delegated representative.\n\n3. State program which has been approved by the Regional Administrator under part 233 of this chapter or which is deemed approved under section 404(h)(3), 33 U.S.C. 1344(h)(3).\n\n4. State or interstate program which has been approved or authorized by EPA under part 123.\n\n5. State which has been approved or authorized by EPA under part 271.",
