1. A fairly impermeable seal, usually composed of clay-type soil or a combination of clay soil and synthetic liner, which is placed over a landfill during closure. The cap serves to minimize leachate volume during biodegradation of the waste by keeping precipitation from percolating through the landfill. The cap also keeps odors down and animal scavengers from gathering.
2. A layer of clay, or other impermeable material installed over the top of a closed landfill to prevent entry of rainwater and minimize leachate.
3. The total amount of nutrients or sediments allowed to be discharged into a given water body. The cap is the baseline minus the pollutant load that needs to be reduced to meet a water quality or restoration goal.
4. A national limit that is placed on the amount of a pollutant that can be emitted. The cap is very important because it makes sure that emissions of a pollutant are reduced.
