Chemical importer

1. Any person who imports any chemical substance or any chemical substance as part of a mixture or article into the customs territory of the United States, and includes:(i) The person primarily liable for the payment of any duties on the merchandise, or(ii) An authorized agent acting on his behalf. Importer also includes, as appropriate:(i) The consignee.(ii) The importer of record.(iii) The actual owner if an actual owner's declaration and superseding bond have been filed in accordance with 19 CFR 141.20.(iv)
2. Any person who imports any chemical substance or any chemical substance as part of a mixture or article into the customs territory of the U.S. and includes:(1) The person primarily liable for the payment of any duties on the merchandise, or(2) An authorized agent acting on his/her behalf.
3. Anyone who imports a chemical substance, including a chemical substance as part of a mixture or article, into the customs territory of the U.S. and includes the person liable for the payment of any duties on the merchandise, or an authorized agent on his behalf. Importer also includes, as appropriate:(1) The consignee.(2) The importer of record.(3) The actual owner if an actual owner's declaration and superseding bond has been filed in accordance with 19 CFR 141.20.(4) The transferee, if the right to withdraw merchandise in a bonded warehouse has been transferred in accordance with subpart C of 19 CFR part 144. For the purposes of this definition, the customs territory of the U.S. consists of the 50 states, Puerto Rico, and the District of Columbia.
4. Anyone who imports a chemical substance, including a chemical substance as part of a mixture or article, into the customs territory of the United States. Importer includes the person primarily liable for the payment of any duties on the merchandise or an authorized agent acting on his or her behalf. The term includes as appropriate:(1) The consignee.(2) The importer of record.(3) The actual owner if an actual owner's declaration and superseding bond has been filed in accordance with 19 CFR 141.20.(4) The transferee, if the right to withdraw merchandise in a bonded warehouse has been transferred in accordance with subpart C of 19 CFR part 144.
5. Same meaning as in § 720.3 of this chapter.
6. Any person who imports a chemical substitute into the United States.
7. Any person who imports any chemical substance, including a chemical substance as part of a mixture or article, into the customs territory of the United States. “Importer” includes the person primarily liable for the payment of any duties on the merchandise or an authorized agent acting on his or her behalf. The term also includes, as appropriate, (1) The consignee ,(2) The importer of record,(3) the actual owner if an actual owner's declaration and superseding bond has been filed in accordance with 19 CFR 141.20, or(4) The transferee, if the right to draw merchandise in a bonded warehouse has been transferred in accordance with subpart C of 19 CFR 144.
