1. A treatment, storage, disposal, or transfer facility that accepts wastes from a variety of sources for profit. A commercial facility manages a broader spectrum of wastes than a private facility, which normally manages a limited volume or type of waste.

2. A treatment, storage, disposal, or transfer facility which accepts waste from a variety of sources, as compared to a private facility which normally manages a limited waste stream generated by its own operations.
