cost effectiveness

  1. Generally, the cost of a service compared to the outcomes it produces, typically expressed as a ratio (for example, $/kg nitrogen removed from a waste stream).

  2. 1. A criterion for comparing alternatives when benefits or outputs cannot be valued in dollars. This relates costs of programs to performance by measuring outcomes in nonmonetary form. It is useful in comparing methods of attaining an explicit objective on the basis of least cost or greatest effectiveness for a given level of cost.

    2. A comparison of costs required for achieving the same benefit by different means. Costs are usually expressed in dollars, but benefits can be expressed in another unit (such as a quantity of water). See net benefits.

    3. Meeting a goal with the least costs incurred.
