1. A written instruction communicating policy and/or procedure in the form of orders, regulations, bulletins, circulars, handbooks, manuals, notices, numbered memorandums, and similar issuances.
2. An authoritative order, instruction, or instrument issued by a high-level official or governing body that is used to direct, guide, or impel individuals or groups toward an action, goal, or outcome.
