The process specifies actions that users must take when encrypting emails. It includes instructions for encrypting entire messages within both the Microsoft Outlook client and the Outlook Web Application and contains an appendix with screenshots of specific buttons that must be selected under each scenario. It contains specific text the user must add to the body of the email to indicate the message has been encrypted. It also includes instructions for: encrypting messages containing PII or SPII with FIPS 140-2-validated cryptographic modules, setting passwords, encrypting SPII within email attachments, and separately transmitting attachment passwords. This procedure additionally specifies how users meet recordkeeping and discovery requirements after sending an encrypted message. It instructs users to notify the appropriate Records and FOIA contacts that they sent an encrypted email and includes links to intranet pages with up-to-date Records and FOIA contact lists for each office. It contains steps a user must follow to send an unencrypted version of the original email to himself/herself with any PII or SPII redacted. It then provides instructions on how to save that unencrypted message into ECMS using the EZ Email Records Tool. The procedure includes a detailed process map as a visual aid. Furthermore, it explains that EPA employees must follow the specific steps to comply with the EPA Email Encryption Policy.
