  "definition": "Express Authorization is a restructuring of the components of an authorization application that helps states, regardless of their current authorization status or method of adoption, reduce the administrative burden of revising their authorized RCRA programs. Express Authorization replaces the old Attorneys General Statement (AGS) model and supporting documents, with a simplified AGS with supporting documents as required by the type of revision being authorized. This process change results in less time spent preparing and reviewing the AGS and supporting documentation.
