Federal implementation plan

1. Under current law, a federally implemented plan to achieve attainment of air quality standards, used when a state is unable to develop an adequate plan.
2. In the absence of an approved State Implementation Plan (SIP), a plan prepared by the EPA which provides measures needed to meet the requirements of the Clean Air Act.
