Heel

The residual amount of a substance that remains in a container after it is discharged or offloaded. By law, a heel can be no more than ten percent of the volume of the container. The person importing the heel must certify that the residual amount will remain in the container and be included in a future shipment, or be recovered for transformation, destruction, or a non-emissive purpose.
