High Priority Violation

There are three ways in which a particular violation can be identified as an HPV. First, the violation may fit within one of the ten General HPV Criteria. Second, the violation may lead to emissions or parameter violations that fit within the HPV Matrix Criteria. Finally, the violation may be categorized as an HPV on a discretionary basis subject to the mutual agreement of the State/Local agency and EPA.
