Major Federal Action

1. An action by a federal agency that potentially has a significant impact or an action by a non-federal entity that potentially has a significant impact and potentially is subject to federal control and responsibility. The term “major” reinforces but does not have a meaning independent of “significantly.” See 40 C.F.R. §§ 1508.18 and 1508.27.

2. Action that the agency carrying out such action determines is subject to substantial Federal control and responsibility.
