Operations and Maintenance

1. The activities related to the performance of routine, preventive, predictive, scheduled, and unscheduled actions aimed at preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety.

2. See http://www.epa.gov/superfund/cleanup/postconstruction/operate.htm. Operations and maintenance (O&M) activities protect the integrity of the selected cleanup plan for a Superfund site. O&M measures are initiated by a State after cleanup objectives have been reached, and the site is determined to be operational and functional (O&F) based on the State and Federal agreement.

3. Activities required to assure the dependable and economical function of treatment works. (i) Maintenance: Preservation of functional integrity and efficiency of equipment and structures. This includes preventive maintenance, corrective maintenance and replacement of equipment (See §35.2005(b)(36)) as needed.) (ii) Operation: Control of the unit processes and equipment which make up the treatment works. This includes financial and personnel management; records, laboratory control, process control, safety and emergency operation planning.

4. Measures required to maintain the effectiveness of response actions.

5. Steps taken after site actions are complete to make certain that all actions are effective and working properly.

6. The phase of an asset in which the asset is in operations and produces the same product or provides a repetitive service. Operations and Maintenance (O&M) is synonymous with “steady state.”

7. Site activities associated with a remedy that must be performed after the completion of a remedial action.
