Particulate matter emission limitation and control measure

No owner or operator shall discharge or cause the discharge of particulate matter into the atmosphere in excess of 0.060 lb/ MMBtu, on a plant-wide basis, as averaged from at least three sampling runs per stack, each at a minimum of 60 minutes in duration, each collecting a minimum sample of 30 dry standard cubic feet.
