1. EPA and any person who has agreed, pursuant to § 304.21 of this part, to submit one or more issues arising in an EPA claim for resolution pursuant to the procedures established by this part, and any person who has been granted leave to intervene pursuant to § 304.24(a) of this part.

2. Environmental Protection Agency, the respondent(s) and any interveners.

3. Any person, group, organization, or Federal agency or department that participates in a hearing.

4. Person subject to a section 4 test rule, who:(1) Seeks reimbursement from another person under these rules, or(2) From whom reimbursement is sought under these rules.

5. Environmental Protection Agency as the proponent of an effluent standard or standards, and any person who files an objection pursuant to § 104.3 hereof.

6. EPA or any person that participates in a proceeding under this part as a Requestor.

7. EPA or a claimant

8. Employee filing a request under § 108.3, any employee similarly situated, the employer of any such employee, and the Regional Administrator or his designee.

9. Petitioner, the State, the Agency, and any other person whose request to participate as a party is granted.

10. Person that participates in a proceeding as complainant, respondent, or intervenor.
