Prevention of significant deterioration

1. Prevention of Significant Deterioration is a construction air pollution permitting program designed to ensure that air quality does not degrade beyond the NAAQS levels or beyond specified incremental amounts above a prescribed baseline level.

2. EPA program in which state and/or federal permits are required in order to restrict emissions from new or modified sources in places where air quality already meets or exceeds primary and secondary ambient air quality standards.
