Primary Fuel

1. Fuel that provides the principal heat input (i.e., more than 50 percent) to the device. To be considered primary, the fuel must be able to sustain operation without the addition of other fuels. [40 CFR 63.761 (CFR 2013)][40 CFR 63.1271 (CFR 2013)]

2. Type of fuel (e.g., diesel fuel) that is consumed in the greatest quantity (mass basis) when the locomotive is operated in use.

3. Fuel fired through a burner or a number of similar burners. The primary fuel provides the principal heat input to the device, and the amount of fuel is sufficient to sustain operation without the addition of other fuels.[40 CFR 60.701 (CFR 2013)]

4. Main fuel type (expressed in mmBtu) consumed by an affected unit for the applicable calendar year.

5. Fuel that provides the principal heat input to the combustion device. To be considered primary, the fuel must be able to sustain operation of the combustion device without the addition of other fuels.
