  "definition": "1. Resolution of a claim. Settlement occurs when a federal or state agency has a written agreement with PRPs regarding payment for and conduct of specified response actions. Settlements may be achieved administratively through an administrative order on consent or judicially through a consent decree.\n\n2. Settlements are generally agreed-upon resolutions to an enforcement case. In an administrative action, settlements are often in the form of consent agreements/final orders (CA/FOs) or administrative orders on consent (AOCs). In a judicial context, settlements are embodied in consent decrees signed by all parties to the action and filed in the appropriate court. .",
