Single-Pollutant Trading

Trading a single pollutant parameter or different forms of the same pollutant parameter when equivalent mass loads of the different forms can be calculated and the water quality effects of those equivalent mass loads are similar (i.e., meeting an effluent limitation for total nitrogen by purchasing credits generated for reduction of another source’s total nitrogen load or by purchasing credits generated for reduction of another source’s nitrate load).
