Spill Prevention Control and Countermeasure and Facility Response Plan

The Spill Prevention Control and Countermeasure (SPCC) is a rule to prevent oil discharges to the navigable waters of the U.S. It requires any facility that stores oil and could reasonably be expected to discharge oil into or upon navigable waters to develop and implement a Facility Response Plan (FRP). The FRP demonstrates a facility's preparedness to respond to a worst case oil discharge. The SPCC and FRP are part of the Oil Pollution Prevention regulation (40 CFR 112).
