1. Coating that produces a dry film with minimal coloring. This includes lacquer stains.

2. Coating which is designed and labeled to change the color of a surface but not conceal the surface.

3. Any color coat having a solids content by weight of no more than 8.0 percent that is applied in single or multiple coats directly to the substrate. It includes, but is not limited to, nongrain raising stains, equalizer stains, prestains, sap stains, body stains, no-wipe stains, penetrating stains, and toners.
