1. Any organization, governmental entity, or individual that has a stake in or may be impacted by a given approach to environmental regulation, pollution prevention, energy conservation, etc.

2. An individual or organization with a direct or indirect investment in a project or program (e.g., program champion, community leader, etc.).

3. Generally, an individual, group or organization with an interest in, or potentially impacted by, the outcome of a policy or management choice. Specific distinctions might be made between "Agency clients" as Agency users of ESRP outputs, and "stakeholders" as interested parties outside of the Agency. 4. Any person or organization with vested interest in TMDL development and implementation in a specific watershed.
