1. All tangible personal property other than equipment as defined in 40 CFR Part 31. (40 CFR Part 31)
2. All tangible personal property excluding equipment, intangible property, and debt instruments, and inventions of a contractor conceived or first actually reduced to practice in the performance of work under a funding agreement ("subject inventions"), as defined in 37 CFR 401, "Rights to Inventions Made by Nonprofit Organizations and Small business Firms Under Government Grants, Contracts, and Cooperative Agreements." (40 CFR Part 30)
3. All Tangible personal property other than equipment as defined in this section.
4. Items procured under a financial assistance agreement as defined by applicable regulations for the particular type of financial assistance received.
5. All tangible personal property. A computing device is a supply if the acquisition cost is less $5,000, regardless of the length of its useful life.
