  "definition": "1. For reports prepared on a cash basis the amount of obligations incurred by the grantee that have not been paid. For reports prepared on an accrued expenditure basis, they represent the amount of obligations incurred by the grantee for which an outlay has not been recorded.\n\n2. The portion of the funds authorized by the Federal awarding agency that has not been obligated by the recipient and is determined by deducting the cumulative obligations from the cumulative funds authorized.\n\n3. An obligation for which payment has not been made; contingent liabilities for contracts and orders outstanding.\n\n4. Obligations incurred by the non-Federal entity that have not been paid (liquidated).",
