An international customs transit system that simplifies and secures the movement of goods across borders, primarily by road. The Transports Internationaux Routiers (TIR) Carnet acts as a customs declaration and guarantee for duties and taxes, allowing sealed road vehicles or containers to cross multiple countries without intermediate customs checks. This system is governed by the TIR Convention, administered by the United Nations Economic Commission for Europe (UNECE).
