Chameleon carrier

A motor carrier that attempts to evade safety regulations and enforcement by operating under different identities or USDOT numbers after being shut down for safety violations. These carriers often have a history of serious accidents or non-compliance. The Federal Motor Carrier Safety Administration (FMCSA) actively identifies and targets these entities.
