The formal refusal by an insurance company to issue a policy to an applicant. An underwriter makes this decision after assessing the applicant's risk profile and concluding that the risk is too high to be acceptable under the company's guidelines. Reasons for declination include poor health, a dangerous occupation, or a history of frequent claims.
