Wrap-around risk financing program

A risk financing program that combines two or more risk financing approaches, such as insurance, retention, a captive or finite risk, into a single overall program. The components are structured to fit together so that the retained and transferred portions of the exposure leave no gaps between them. A captive retention topped by an excess insurance layer is one such combination.
