Coastwise traffic (Water)

Domestic traffic receiving a carriage over the ocean, or the Gulf of Mexico (e.g., between New Orleans and Baltimore, New York and Puerto Rico, San Francisco and Hawaii, Alaska and Hawaii). Traffic between Great Lakes ports and seacoast ports, when having a carriage over the ocean, is also considered coastwise.
