  "definition": "An air carrier holding a certificate issued under section 401 of the Federal Aviation Act of 1958, as amended, that: 1) Operates aircraft designed to have a maximum passenger capacity of more than 60 seats or a maximum payload capacity of more than 18,000 pounds, or 2) Conducts operations where one or both terminals of a flight stage are outside the 50 states of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands. Large certificated air carriers are grouped by annual operating revenues: 1) Majors (more than $1 billion in annual operating revenues), 2) Nationals (between $100 million and $1 billion in annual operating revenues), Large regionals ($20 million and $99,999,999 in annual operating revenues), and 4) Medium regionals (less than $20 million in annual operating revenues).",
