Small Certificated Air Carrier

1. An air carrier holding a certificate issued under section 401 of the Federal Aviation Act of 1958, as amended, that operates aircraft designed to have a maximum seating capacity of 60 seats or fewer or a maximum payload of 18,000 pounds or less.
2. An air carrier which operates small aircraft, and holds a certificate of public convenience and necessity.
