  "definition": "A narrative account with supporting documentation that sufficiently describes suspected violations of the Foreign Trade Regulations (FTR). Voluntary self-disclosure(VSD) reflects due diligence in detection, and correcting potential violation(s) when required information was not reported or when incorrect information was provided that violates the FTR. A VSD can lead to mitigating factors with regards to civil penalties, as long as the violation(s) are discovered and identified before the U.S. Census Bureau or another federal government agency identifies the problem. (See Section 30.74.)",
