(40 CFR Part 30)\n\n2. Entity that files an application or unsolicited proposal or otherwise requests EPA assistance (see definition for EPA assistance).\n\n3. Individual, agency, or other entity that has: Filed an application for federal assistance; applied to EPA for a permit; or requested other EPA approval.\n\n4.
