Cleanup Complete

1. All the cleanup objectives have been met, media cleanup is final, all the sources of releases are controlled, and full protection of human health and the environment is achieved at this RCRA site/facility. Although hazardous material may still be present at the site, protection of human health and the environment is controlled through institutional or engineering controls over that material.

2. Cleanup Completion is the date that cleanup activities at the property were completed. Cleanup activities are considered complete when the property is made available for reuse. This typically occurs when one of the following conditions applies: (1) a "clean" or "no further action" letter (or its equivalent) has been issued by the state or tribe under its voluntary response program (or its equivalent) for the cleanup activities at the property; or (2) the grant recipient or property owner, upon the recommendation of an environmental professional, has determined and documented that on-property work is finished and any needed institutional or engineering controls are in place and functional. Ongoing operation and maintenance activities or monitoring may continue after a cleanup completion designation has been made.
