1. A conservative risk assessment estimates high-end risk rather than low-end risk. A conservative risk assessment should not underestimate risk and, therefore, will indicate risk to most species of plants and animals.
2. In the case of a contaminant, one that does not degrade and the movement of which is not retarded; is unreactive. (b) in the case of an assumption, one that leads to a worst-case scenario, one that is most protective of human health and the environment.
