1. A pollutant that does not readily degrade in the environment, and which is mitigated primarily by natural stream dilution after entering receiving bodies of waters. Included are pollutants such as metals.

2. Pollutants that do not readily degrade in the environment and that are mitigated primarily by dilution after entering receiving waters (e.g., metals, total suspended solids).
