Credit, or Pollutant Reduction Credit

A measured or estimated unit of pollutant reduction per unit of time at the discharge location of the buyer or user of the credit. A seller generates excess load reductions by controlling its discharge beyond what is needed to meet its baseline. A buyer compensates a seller for creating the excess load reductions that are then converted into credits by using trade ratios. Where appropriate, the buyer can use the credits to meet a regulatory obligation.
