2. Relating to the Phase 1 emission standards described in 40 CFR 90.103.

3. Relating to the Phase 1 emission standards described in appendix I of this part.

4. Relating to the Phase 1 standards specified in §§ 1037.105 and 1037.106. For example, a vehicle subject to the Phase 1 standards is a Phase 1 vehicle.
