Fugitive emission

1. Particulate matter which is not collected by a capture system and is released directly into the atmosphere from an affected facility at a grain elevator.
2. Particulate matter that is not collected by a capture system and is released to the atmosphere at the point of generation.
3. Those emissions that do not actually pass through a stack, chimney, vent, or other functionally equivalent opening.
4. Those emissions which could not reasonably pass through a stack, chimney, vent, or other functionally equivalent opening.
5. Any pollutant released to the atmosphere that is not discharged through a system of equipment that is specifically designed to capture pollutants at the source, convey them through ductwork, and exhaust them using forced ventilation. Fugitive emissions include pollutants released to the atmosphere through windows, doors, vents, or other building openings. Fugitive emissions also include pollutants released to the atmosphere through other general building ventilation or exhaust systems not specifically designed to capture pollutants at the source.
6. Any air pollutants emitted to the atmosphere other than from a stack.
7. Emissions observed using OGI from components regulated by the referencing subpart.
8. Air pollutant released to the air other than those from stacks or vents; typically small releases from leaks in plant equipment such as valves, pump seals, flanges, sampling connections, etc.
9. For the purposes of § 60.5397b, any indication of emissions observed from a fugitive emissions component using AVO, an indication of visible emissions observed from an OGI instrument, or an instrument reading of 500 ppmv or greater using Method 21 of appendix A-7 to this part.

5. On Form R, facilities must report to TRI the medium to which their chemicals are released. Fugitive releases are releases of a chemical to the air that are not released through stacks, vents, ducts, pipes, or any other confined air stream.
