  "definition": "A person in each OW program office who serves as a central resource of information and coordinates administration of all grants, cooperative agreements, and inter-agency agreements in the program office. In some offices, this person also is responsible for providing quality control for all grants, cooperative agreements, and inter-agency agreements. Quality control includes reviewing the funding recommendation (FR) in IGMS to ensure it contains all documentation necessary for the Agency to make the award, and it adequately reflects the decision process. For interagency agreements (IAs), quality control includes reviewing the Decision Memorandum to ensure it addresses all the items in OGWDW's IAG Decision Memorandum.",
