1. The National Environmental Justice Advisory Council (NEJAC) suggestions for public involvement include: (1) Encourage public participation in all aspects of environmental decision making. (2) Encourage active community participation. (3) Institutionalize public participation. (4) Recognize community knowledge. (5) Utilize cross-cultural formats and exchanges.

"Meaningful involvement" (http://www.epa.gov/compliance/environmentaljustice/index.html) means that: potentially affected community residents have an appropriate opportunity to participate in decisions about a proposed activity that will affect their environment and/or health; the public's contribution can influence the regulatory agency's decision; the concerns of all participants involved will be considered in the decision-making process; the decision makers seek out and facilitate the involvement of those potentially affected.
