Minimum Emissions Reduction (tons)

A constraint for a control strategy that requires each control measure to reduce the target pollutant by the specified minimum tonnage for a particular source (down to the plant+point+stack+segment level of specification). Measures that do not result in the minimum reduction for that source will not be applied.
