1. An uncovered site used for disposal of waste without environmental controls.
2. Land disposal site at which solid wastes are disposed of in a manner that does not protect the environment, are susceptible to open burning, and are exposed to the elements, vectors, and scavengers.
3. Facility for the disposal of solid waste which does not comply with this part.
