1. Meaning given by 46 U.S.C. 2101 (21) and (21a). In the context of commercial vessels, this generally means that a passenger is a person that pays to be on the vessel.

2. Person that provides payment as a condition of boarding a vessel. This does not include the owner or any paid crew members.
